National SPCA – HR Manager
Role Overview
Reporting to the People Director, the HR Manager will play a key role in supporting the delivery of the organisation's people agenda through professional HR advice, guidance, and support to managers and employees across National SPCA.
The role requires a proactive and collaborative HR professional who can build strong working relationships, provide expert employee relations support, develop management capability, and contribute to employee engagement and wellbeing initiatives.
This position involves some travel between National SPCA locations to ensure a visible HR presence, develop strong relationships with key stakeholders, and support the consistent application of people practices across the organisation.
Key Responsibilities
Recruitment, Onboarding and Offboarding
- Conduct interviews and assess candidates against role requirements and organisational values.
- Lead interview panels, provide objective candidate evaluations, and make hiring recommendations to managers.
- Coordinate and manage the interview process, ensuring a professional and positive candidate experience.
- Prepare interview feedback, maintain recruitment documentation, and support hiring decisions in line with company policies and employment legislation.
- Support employee Onboarding and Offboarding.
Employee relations
- Lead and manage complex employee relations matters, including disciplinary, grievance, capability, performance, and absence management cases.
- Advise and support managers throughout formal and informal processes.
- Ensure employee relations matters are managed professionally, fairly, and in line with employment legislation and organisational policy.
- Support the resolution of workplace issues through constructive and pragmatic approaches.
Learning and Development
- Support leadership and management development initiatives.
- Work with managers to identify development needs within their teams.
- Promote a culture of continuous learning and professional growth.
- Contribute to the delivery and evaluation of learning and development activities.
Employee Engagement, Wellbeing and Inclusion
- Support employee engagement activities and initiatives.
- Champion wellbeing programmes that enhance employee experience and support retention.
- Promote diversity, equality, inclusion, and belonging across the organisation.
- Support employee feedback and contribute to action planning and continuous improvement initiatives.
Health and Safety
- Provide leadership and oversight of National SPCA's health and safety function, ensuring a consistent and effective approach across all locations.
- Manage and support the Health & Safety Officer, setting priorities, providing guidance and ensuring delivery of key objectives.
- Work with senior leaders and managers to promote a positive health and safety culture and reinforce organisational accountability for health and safety performance.
- Ensure that health and safety matters are appropriately prioritised, monitored and escalated where necessary.
Policy, Compliance and Best Practice
- Support the review, implementation, and communication of HR policies and procedures.
- Ensure policies are applied consistently across all locations.
- Maintain up-to-date knowledge of employment legislation and HR best practice.
- Provide guidance and support on policy interpretation and application.
Projects and continuous improvements
- Support HR projects and organisational initiatives as required.
- Analyse workforce data and identify trends, risks, and opportunities.
- Prepare reports and recommendations for the People Director and senior managers.
- Contribute to the continuous improvement of people practices and the employee experience.
Requirements
Essential
- CIPD Level 5 qualification or equivalent HR experience.
- Significant experience in a generalist HR role with a strong employee relations focus.
- Proven experience providing HR advice and support to managers at all levels.
- Strong working knowledge of employment legislation and HR best practice.
- Excellent communication, coaching, and influencing skills.
- Ability to build effective relationships with a wide range of stakeholders.
- Strong organisational and problem-solving skills.
- Experience supporting geographically dispersed teams or multi-site operations.
- Ability to analyse people data and provide meaningful insights and recommendations.
- Full driving licence and willingness to travel regularly between National SPCA locations.
Desirable
- Experience working within the charity, not-for-profit, animal welfare, or public sector environment.
- Experience supporting organisational change initiatives.

Working Hours:
- Permanent, Full Time Role – 9.00am-5.00pm, Monday to Friday
Location:
- Primary location – Rathfarnham, Dublin with travel to all NSPCA locations as required.
