Contract Details: 1 year Fixed-Term Contract, Full-Time, 37-hour week on average

Salary: €50,000 - €60,000 per annum

Job Summary
The Property, Compliance & Finance Officer will support the Property Manager in the management and coordination of the effective compliance, financial and administrative management of Galway Simon Community’s property portfolio. The role will lead on accurate budgeting, forecasting, and financial reporting for property acquisitions, developments, refurbishments, and maintenance ensuring alignment with organisational objectives and regulatory standards.
Working across Finance, Property, and Housing Management functions, the post-holder will oversee systems and records, ensure compliance with regulatory requirements and drive process improvements.. They will play a key role in value for money initiatives, lead audits and management accounts preparation, administer supplier and contractor processes, and contribute to long-term property and maintenance planning, in conjunction with the property team and manager.
The role also includes the delivery of housing management procedures, rent and service charge administration, and ESG reporting, ensuring that Galway Simon Community’s properties are managed efficiently, sustainably, and in line with organisational and statutory objectives, in support of the manager.
Key Responsibilities
Financial
• Manage and coordinate the development, preparation and monitoring of annual budgets by forecasting requirements in accordance with strategic plan and analysing key variances, data and trends, in conjunction with the Property Manager.
• Manage and implement the review and streamlining of property related policies, systems and procedures across all functions to ensure workflows are efficient and fit for purpose.
• Manage the effective and timely maintenance and administration of accurate records (i.e., rents, damage reports, move-in/move-outs, etc.), including in respect of Affinity and all other Galway Systems.
• Support the Property Manager in administration of finance proposals relating to property developments, acquisitions and refurbishments.
• Manage and administer schedules for funding of property developments, acquisitions and refurbishments.
• Ensure that Property Stock Condition Survey schedule and 30-Year Rolling Maintenance Projections are maintained, updated and monitored in a timely and efficient manner.
• Manage and coordinate property-related audits and assessments as required, together with the property and Client Services teams.
• Manage and coordinate rent reviews and rent audits as required.
• Ensure timely and efficient administration of invoices for processing by the Finance Department and ensure records are updated on the housing management system for Reactive/Cyclical/Planned works.
• Identify and implement value for money options relating to property and utility costs and communicate actions to relevant colleagues
• Manage and coordinate supplier/contractor communications including scheduling, billing, supplier relations, certificates of insurance and other documentation as required, in support of the Property Manager.
• Manage the administration of management company charges (where applicable), accounts and sinking funds.
• Manage and maintain property management accounts including budgets
• Manage and administer the Property Register, Fixed Asset Register accurately and efficiently.
Compliance
• Manage and implement property related policies, procedures and systems to ensure orderly, efficient workflow and compliance with AHBRA standards, company legislation and Revenue guidance (e.g .RCT/VAT).
• Manage, maintain and organise all property and tenant files.
• Ensure all administrative documentation is accurate, complete, appropriately filed and submitted on time.
• Ensure all property details and corresponding documentation are completed and uploaded to the housing management system accurately and on time.
• Manage and administer the organisation’s AHBRA compliance requirements including reporting, documentation, monitoring and audit readiness.
Housing Management
• Ensure the organisation’s housing management and maintenance policies, procedures and systems are implemented, reviewed regularly and are fit for purpose.
• Manage and oversee processes relating to rent/service charge setting, collection and review, in co-operation with the property team.
• Manage the financial aspect of rent arrears collection procedures, ensuring arrears are monitored and minimised.
• Manage and administer the 30-year Rolling Projections Schedule and Reserves, in line with organisation policies.
• Ensure Galway Simon’s engagement with the RTB Register and all property-related compliance frameworks are fully in order.
ESG and SDGs
• Manage, coordinate and collate data relating to the organisation’s carbon emissions and contribute to the implementation of the organisation’s Climate Action Plan.
Other
• Work in accordance with Galway Simon Community values and ethos.
• Work within the framework of the overall objectives of Simon Community Galway.
• Positively promote Simon Community Galway through professional conduct and interactions.
• Work with the Property Manager and Head of Client Services to undertake all duties reasonably assigned
• Adhere to all HR and organisational policies and procedures.
• Maintain confidentiality on all matters relating to staff, volunteers, clients and general organisational business.
• Participate in appraisal process including attending relevant training and development courses as agreed
• Contribute to team collaboration and support colleagues as required
• Be vigilant in relation to Health Safety and Welfare Risks in the workplace and report concerns to the Line manager or Health and Safety representative.
• Participate in mandatory and relevant Health & Safety training
• Carry out any other duties as required as consistent with the responsibilities of the post.

Essential Requirements
Qualifications
• Third level qualification in Housing Management, Finance (Property Finance preferable) or in another relevant area
Experience, Attributes, Skills, Abilities and Knowledge
• Practical experience and understanding of operations within an Approved Housing Body, in social housing and the part Simon Community Galway plays in this area
