What this role is all about
As Housing Manager, you’ll lead our tenancy management service across the Foscadh Housing portfolio. That means making sure tenants are supported to sustain their tenancies, homes are well maintained, and policies and legal requirements are met clearly and consistently.
This is a hands-on role with real impact. You’ll be out in estates, meeting tenants, working alongside colleagues, and linking in with external agencies. You’ll need sound judgement, a calm head, and a warm, practical approach — especially when supporting people who may have complex needs.
What you’ll be doing
1) Tenancy Management
Ø Welcome new tenants into their homes through pre-tenancy training and sign-ups, making sure they feel informed and supported.
Ø Manage tenancy agreements, renewals and terminations (including RTB registrations) in line with legislation and Foscadh Housing policies.
Ø Respond quickly and professionally to tenant issues, disputes and complaints.
Ø Take the lead on tenancy challenges such as antisocial behaviour, safeguarding concerns, mental health issues, property standards, and situations where someone’s ability to live independently is changing.
Ø Support tenants to transfer within our housing portfolio when needed.
Ø Link in with external services (local authorities, Gardaí, support agencies) where appropriate.
2) Rent & Arrears Management
Keeping rent accounts on track
Ø Review tenant rent accounts regularly with the housing team.
Ø Ensure annual rent assessments are completed on time.
Ø Spot arrears early and understand the scale of any debt.
Supporting recovery in a fair way
Ø Use a range of arrears recovery approaches (letters, calls, meetings), always with respect and clarity.
Ø Agree realistic repayment plans that reflect individual circumstances.
Ø Where needed, follow organisational procedures to escalate to legal action.
3) Financial Advice & Tenant Support
Ø Help tenants access advice and supports when money is tight.
Ø Support applications for benefits and grants that help sustain tenancies.
Ø Run information sessions or workshops on budgeting and avoiding arrears.
Ø Create clear, friendly tenant information (newsletters, guides) about rent and budgeting.
4) Property Inspections & Maintenance
Ø Carry out regular home inspections to keep standards high and identify issues early.
Ø Work with contractors and maintenance teams to make sure repairs happen quickly and well.
Ø Ensure homes meet Foscadh Housing standards and all relevant health & safety requirements.
5) Tenant Engagement
Ø Build strong relationships with tenants and resolve issues early where possible.
Ø Work closely with the Tenant Liaison Officer to support tenant participation and community development.
Ø Help develop estate action plans and take practical, community-based steps to keep estates welcoming and safe.
Ø Provide tenants with information on external supports that may help them.
Ø Represent Foscadh Housing at external meetings where required.
6) Community Engagement & Support
Ø Encourage tenants to get involved in their neighbourhoods and local initiatives.
Ø Help organise community meetings or events that build connection and pride.
Ø Support vulnerable tenants, including older people, tenants with disabilities, and those experiencing mental health challenges.
7) People Management / Team Leadership
Ø Line manage the Tenant Liaison Officer and any further posts in tenant services.
Ø Support and develop your team through training, coaching, and day-to-day guidance.
Ø Take part in regular supervision with your own line manager.
8) Compliance, Reporting & Record-Keeping
Ø Keep accurate, up-to-date tenancy records on our housing management system and provide compliance reports when needed.
Ø Ensure tenancy policies are legally compliant and used consistently across our service.
Ø Lead on reviewing and improving tenancy-related policies and procedures.
Ø Prepare KPI and activity reports for senior management.
9) Working With Others
Ø Work closely with colleagues, local authorities, and support agencies so tenants get the joined up help they need.
Ø Attend external forums and meetings as needed.
Ø Build positive relationships with relevant partners across the sector.
What we’re looking for
Qualifications & Experience
Ø A qualification in housing management or a related field is preferred, and relevant professional qualifications are a strong advantage.
Ø At least 3 years’ experience in tenancy management, housing, or related services — ideally in social housing.
Ø Experience supervising or supporting staff is an advantage.
Knowledge
Ø A solid understanding of housing/tenancy legislation and best practice.
Ø Awareness of the realities and challenges faced by tenants in social or voluntary housing.
Skills
Ø You’re a clear communicator who listens well and builds trust quickly.
Ø You can handle tricky situations fairly, calmly and professionally.
Ø You’re organised, practical, and good at juggling priorities.
Ø You’re comfortable using IT systems, tenant management platforms and Microsoft Office.
Ø You work well with vulnerable tenants, using safeguarding and trauma-informed approaches.
Ø You take health & safety seriously and can promote safe practice without being risk averse.

Working Conditions
Ø Based in our office, with regular travel to estates and tenant meetings.
Ø Some evening/weekend work may be needed from time to time.
Ø Flexible working hours may be available.
Ø On-call rota: no more than once every eight weeks.
Salary & Benefits
Ø Salary €48,000 – €53,000 depending on experience.
Ø On-call allowance.
Ø Mileage (civil service rate).

Person Specification – Essential Criteria
Ø Minimum third-level qualification and at least 3 years’ experience in tenancy engagement, social housing, local authority, and/or private housing services.
Ø Knowledge of the social and voluntary housing sector and/or associated experience.
Ø Strong understanding of landlord and tenant obligations and tenancy legislation/regulations.
Ø Experience in a tenant-focused role.
Ø Ability to work flexibly on your own initiative and as part of a team.
Ø Fluent English (spoken, written, comprehension).
Ø Excellent verbal and written communication skills.
Ø Ability to organise and prioritise a complex workload, meeting deadlines and targets.
Ø Ability to treat tenants in a non-judgemental, trauma-informed way aligned with Foscadh Housing service delivery.
Ø Good IT skills, including Microsoft Office and maintaining records on the Foscadh Housing Tenant Management System.
Ø Strong interpersonal and teamwork skills.
Ø Good conflict-resolution skills.
Ø Full clean driver’s licence and access to a vehicle.
