Limerick Traveller Network Coordinator
(Part-time, 21 hours)
Job Description
As the LTN Coordinator, you will be responsible for developing and supporting the facilitation skills of LTN Project workers, fostering their leadership abilities, and promoting effective decision-making within the network. You will mentor LTN Project Workers and representatives in setting up organisational structures and provide guidance for supporting LTN Project Workers. Additionally, you will ensure that the Limerick Traveller Network maintains a bottom-up approach, emphasizing communication and engagement with Traveller residents. You will play a vital role in establishing interagency and partnership structures to coordinate supports for the Traveller community in Limerick.
Key Responsibilities:
§ Develop LTN project workers' facilitation skills and support their leadership of network representatives, fostering effective group and community decision-making
§ Mentor LTN project workers and representatives in setting up organisational structures and providing support
§ Ensure that the LTN operates from a bottom-up approach, with communication and engagement with Traveller residents as the foundation for all actions
§ Support and guide LTN project workers in establishing interagency and partnership structures to collaborate and coordinate supports for the Traveller community in Limerick
§ Shadow LTN project workers to provide guidance and support
§ Identify sources of funding and submit applications as needed and approved through the Exchange House Ireland governance structure
§ Support the process of delivering the LTN 3-year strategic plan and annual work plans
§ Support and facilitate in collaboration with Exchange House Ireland and Limerick Traveller Network structures the design of a specific roadmap defining stages and milestones to reach to ensure LTN becomes an independent legal entity and all key inputs, resources and stakeholders necessary for each stage
§ Communication – Support and facilitate communication among Network members, staff and the community and ensure safe communication and agreed protocols for all social media or media, including press releases, interviews, etc.
General Duties and Responsibilities:
§ Support and facilitate the planning, development, and implementation of actions and programs using a community development approach to benefit the Traveller community in Limerick
§ Collaborate with Exchange House Ireland in formulating and revising policies and procedures for the Limerick Traveller Network
§ Maintain the LTN's bottom-up approach, regularly reaching out to and engaging with Traveller residents in represented sites and housing areas
§ Develop the leadership skills of all Traveller representatives on the Network and enhance their capacity to work collectively
§ Conduct regular supervision with team members, mentoring them in leadership, facilitation, and delivery skills aligned with organisational and strategic plans and community development principles
§ Organise Continual Professional Development (CPD) opportunities for the team
§ Take responsibility for child protection and safeguarding at the Limerick Traveller Network, in accordance with Exchange House Ireland policies and procedures
§ Compile reports, collect data, and provide information to management structures, including the CEO and any LTN management structures that may develop
§ Maintain client and project records in compliance with GDPR and Exchange House Ireland policies, as well as any other policies developed within the Limerick Traveller Network structures
§ Fulfil other duties as required by the CEO or any LTN management structures that may develop
§ Working with the LTN administrator, communicate with CEO and Finance Manager in EHINTS regarding budgets, equipment, expenses and other financial issues to support LTN taking on more fiscal responsibility over the course of the collaboration
Staff Management:
§ Report to the Exchange House Ireland CEO as the Line Manager
§ Manage and supervise staff in the Limerick Traveller Network
§ Implement strategies and programs, conduct ongoing reviews and evaluations
§ Define clear actions, responsibilities, group targets, and indicators for delivery on an annual and quarterly basis in consultation with the staff team
§ Conduct staff performance reviews, coordinate ongoing training and development for all team members
§ Facilitate regular team and program meetings
§ Ensure effective communication between the team, other areas of the organisation, and external stakeholders
§ Ensure staff adherence to relevant legislative, governance, and best practice policies and procedures
§ Participate in recruitment, retention, and management of staff vacancies
Quality Service Provision:
§ Ensure service adherence to relevant legislative, governance, and best practice policies and procedures
§ Provide a quality service in line with funding agreements and best practices
§ Lead team quality auditing according to internal and external requirements
§ Develop and review documentation, including program development, safety protocols, policies, procedures, and internal record-keeping
Person Specification
Qualifications
§ Minimum of 2 years of supervisory and people management work experience relevant to the post (i.e. administration, project management, training or other)
§ Minimum of Level 7 Degree award or equivalent or knowledge and experience that is considered an adequate replacement of this
Essential Criteria
§ Experience of working with the Traveller community using a community development approach
§ Experience in management/ co-ordination of Community Development projects
§ Experience in submitting funding applications and report writing and funding management
§ Experience in working in partnership with other organisations
Desirable criteria
§ Qualification in Community Development field or similar area of work
§ Experience in setting up and supporting the development of community organisations
§ Experience in group and team facilitation as well as strong general communication skills
§ Excellent report writing and computer skills
§ Experience of project management including administration and budget management
§ Ability to identify sources of funding, liaise with funders and write funding applications and reports to a high standard
§ An understanding and motivation to work from a human rights and equality perspective
§ A capacity to initiate and develop a strong work ethos
§ A capacity to work with people from a wide range of backgrounds, agencies and sectors
§ Ability to work under the direction of the Exchange House Ireland CEO

Hours of work
· Part-time (21 Hours)
Salary
§ 12-month contract.
§ Limerick Traveller Network Coordinator (pro-rata): €51,722 to €61,865 (Local Government Grade 5)
§ We offer 26 days annual leave (pro rata) and access to our pension scheme.
